Agenda Item 1. Response to Homelessness: Update and Direction

Santa Cruz City Council 1/8/19 Agenda Review

The Santa Cruz City Council meets January 8, 2019 at 3 PM at the City Council Chambers. The agenda for this meeting is available HERE.

The meeting is broadcast live on Community Television Comcast Cable 25, and will be available on the City web site HERE following the meeting.

The meeting begins 3:30 PM, with the Consent Agenda following presentations and announcements. Oral Communications will be around 5:30 pm,. This is an opportunity for the public to comment on items not on the agenda.

Consent Agenda

With new members Justin Cummings, Sandy Brown and Drew Glover on board, the City Council starts 2019 with resolutions that support increased transparency and public engagement.

Agenda Item 4: Motion to direct the televising of all Planning Commission meetings, beginning with the first commission meeting in January 2019 or as soon as technically possible, and to direct staff to return with a budget adjustment for FY 2019 to appropriate funds from the General Fund for the additional cost.

This motion is in response to years of repeated requests to make City Planning Commission meetings transparent, available to public notice and review, and to encourage public participation in the City planning process. Agenda Item 5. Resolution amending City Council Policy 6.6 “City Council Meetings – Oral Communications,” to restore Oral Communications to the beginning of the 7 p.m. session of regular Santa Cruz City Council meetings, and other minor modifications. Click on Agenda item 5 and download the Staff Report to learn how the time for Oral Communications was changed to “around 5:30 PM” and why it should be changed back to a solid 7 PM.

7 PM Session

The 7 PM session returns the City Council to the aftermath of the failed Rent Control measure and consideration of tenant rights.

General Business

1. Introduce for publication an interim ordinance requiring just cause for tenant evictions within the City of Santa Cruz, to be effective during a complementary community process. Motion directing staff regarding the goals, anticipated outcomes, and preferred community process on the topic of tenant protections from evictions without cause and other relevant measures. Public Hearing

2. 2nd reading and final adoption of Ordinance No. 2018-20 amending Chapter 21.03 of the Municipal Code pertaining to relocation assistance for displaced tenants. Go to Agenda Item 2  to download the Ordinance.
