  • Direct the County Administrative Office and County Counsel to review the U.S. Department of the Interior (DOI), Bureau of Land Management (BLM)’s proposal for oil and gas leasing and submit comments in strong opposition to opening new oil and gas leasing on public lands on the Central Coast, and direct the Chair of the Board to sign a letter of support for House of Representatives Bill (H.R.) 1941 to prohibit the DOI from oil and gas leasing in the Atlantic Outer Continental Shelf planning area and the Pacific Outer Continental Shelf planning area, as recommended by Supervisor Friend and Supervisor McPherson.
  • Defer to August 6, 2019 the continued public hearing to consider a resolution amending the General Plan/Local Coastal Program and an ordinance amending County Code Chapter 13.10 (Local Coastal Program Implementing Ordinances) to create the Permanent Room Housing (PRH) Combining Zone District, with CEQA Notice of Exemption, as outlined in the memorandum of the Planning Director (continued from April 23, 2019)
  • Schedule a public hearing on Tuesday, June 11, 2019, beginning at 9:00 AM or thereafter, to consider amendments to the General Plan/Local Coastal Program and County Code relating to Public Safety and Hazard Management, and take related actions, as recommended by the Planning Director.
  • Authorize filing a protest on behalf of the Board of Supervisors of decisions in the Bureau of Land Management’s Proposed Resource Management Plan Amendment and Final Environmental Impact Statement for Oil and Gas Leasing and Development in the Central Coast Field Office, as recommended by the Planning Director.

With new members Justin Cummings, Sandy Brown and Drew Glover on board, the City Council starts 2019 with resolutions that support increased transparency and public engagement.

Agenda Item 4: Motion to direct the televising of all Planning Commission meetings, beginning with the first commission meeting in January 2019 or as soon as technically possible, and to direct staff to return with a budget adjustment for FY 2019 to appropriate funds from the General Fund for the additional cost.

This motion is in response to years of repeated requests to make City Planning Commission meetings transparent, available to public notice and review, and to encourage public participation in the City planning process. Agenda Item 5. Resolution amending City Council Policy 6.6 “City Council Meetings – Oral Communications,” to restore Oral Communications to the beginning of the 7 p.m. session of regular Santa Cruz City Council meetings, and other minor modifications. Click on Agenda item 5 and download the Staff Report to learn how the time for Oral Communications was changed to “around 5:30 PM” and why it should be changed back to a solid 7 PM.

7 PM Session

The 7 PM session returns the City Council to the aftermath of the failed Rent Control measure and consideration of tenant rights.

General Business

1. Introduce for publication an interim ordinance requiring just cause for tenant evictions within the City of Santa Cruz, to be effective during a complementary community process. Motion directing staff regarding the goals, anticipated outcomes, and preferred community process on the topic of tenant protections from evictions without cause and other relevant measures. Public Hearing

2. 2nd reading and final adoption of Ordinance No. 2018-20 amending Chapter 21.03 of the Municipal Code pertaining to relocation assistance for displaced tenants. Go to Agenda Item 2  to download the Ordinance.

NOTE: Go to the Agenda to download the Downtown Traffic Demand Management (TDM) Update. TDM is an important means of reducing the need for new downtown parking that is being used as a justification for building a new parking garage. Send your comments on agenda items to citycouncil@cityofsantacruz.com . All City Council email that is general correspondence will be forwarded to individual Council members, City departments as appropriate, and placed in the Central Branch Library Reference Desk for 3 months for public review. All City Council email that pertains to an agenda item will be placed with that agenda item and distributed with the agenda packet, which includes public review at the Central Branch Library.

Santa Cruz BioregionIt’s a New Year, whether you note its start on the Winter Solstice or the calendar date of January first. There’s lots coming up in both City and County government, and Santa Cruz Online will attempt to keep you up to date with what’s happening in Our Fair City and County.

City Council

The brand new City Council meets for its first meeting of the new year on January 8 at 9am in the City Council chambers. Council members Justin Cummings (Vice Mayor), Drew Glover and Donna Meyers will take their seats for their first full meeting. It should be an interesting start to a new year and a new City Council direction. Watch for the agenda review here on January 4!

Board of Supervisors

The Board of Supervisors will meet on Tuesday, January 15, at 9 am at the Board of Supervisors chambers, on the 5th floor, 701 Ocean Street. Watch for the agenda review here on Friday, January 11.

City and County Planning Departments

The Staff of our planning departments seem to have been imported from Silicon Valley, intent as they are on economic, population and verticality growth! With increasing public resistance to plans to change Santa Cruz to San Jose Light, expressed most eloquently in the new make-up of the City Council. Now if we could just recraft the Board of Supervisors!

Other Commissions and Advisory bodies

The Santa Cruz Public Library Joint Powers Authority Board meets January 10 at 9 am at the Downtown Branch Library. With the new City Council make-up, there is likely to be new discussions about the proposed Measure S funded relocation of the Downtown Branch Library into an as yet unenvisioned and unapproved multi-story parking garage. Watch here for the agenda review for this important library meeting.

The City Historic Preservation Commission meets Wednesday, January 16 at 7:00 pm, if they meet, which they seldom do, historic preservation being the bastard step child of Santa Cruz City government that it is.

The County Mobilehome and Manufactured Home Commission meets Thursday, January 17 at 9:30 am at Simpkins Swim and Community Center (not yet a library annex) to discuss the County’s affordable housing in mobile home parks. MMHC commissioners are there to answer your questions about the complex mix of state, county and city regulations affecting mobile and manufactured home owners in the county.

County Supervisors Constituents Meetings

One of the best ways to interact with your County supervisors is to attend their constituent meetings, if they offer them.

Supervisor Leopold meets with constituents on Wednesday, January 9 from 5:30 – 6:30 p.m. at People’s Coffee, 1200 17th Ave – Live Oak; on Wednesday, January 16 from 5:30 – 6:30 p.m. at Loma Prieta School Forum, 23800 Summit Road; and on Wednesday, January 23 from 5:30 – 6:30 p.m. at Discover Hope Church, 4001 Granite Creek Road in Scotts Valley.

Supervisor Friend meets with constituents on Wednesdays from 9:00 a.m. until 10:00 a.m. at the Community Foundation Santa Cruz County, located at 7807 Soquel Drive.

Supervisor McPherson meets with constituents on Wednesday, January 23 from 6pm – 8pm at San Lorenzo Valley Museum, 12547 Highway 9, in Boulder Creek.
