The Commission shall perform the following duties:
(A) Advise and assist the Board of Supervisors by providing information on the County’s agricultural industry and evaluating matters referred to the Commission by the Board;
(B) Review, in cooperation with the Planning Department, proposed development projects having the potential to affect agricultural lands, as designated on the County’s Agricultural Resources Map. Such review shall consist of buffer setback determinations, agricultural viability determinations, agricultural land use regulation and policy interpretations, recommendations regarding land division proposals in, or adjoining, CA or AP Zone Districts, and recommendations regarding proposed amendments to the agricultural land type designations as shown on the Agricultural Resources Map. The Commission shall also perform the functions specified in Chapters 13.10, 13.14, and 16.50 SCCC.

Animal Nuisance Abatement Appeals Commission

The Commission shall consist of seven members appointed as follows:(A)Five of the members shall be voting members. The voting members shall be appointed by the Board of Supervisors and shall be residents of the County. Each Supervisor shall nominate one person to serve on the Commission.
Membership on the Commission shall be open to those who are active in the production of agricultural commodities or a related agricultural industry.(B)The other two members of the Commission are the Director of the County Cooperative Extension and the County Agricultural Commissioner. These individuals shall have seats on the Commission but shall not vote.

Civil Service Commission
The Commission meets in regular sessions the third Thursday of January, April, July and October at 5:45 p.m.
The primary duties of the Civil Service Commission include the hearing of appeals of administrative personnel decisions, approving position classifications when there is not agreement between the County and the representation unit, and reviewing the processes and outcomes of the County’s Civil Service system.

The Santa Cruz County Commission on Disabilities is a pro-active advisory board that serves to insure equal access for persons with disabilities in our County. Commission on the Environment

Emergency Management Council
The Emergency Management Council generally meets the first Thursday of every odd month, excluding July, from 2:00 PM to 4:00 PM.
he County Emergency Management Council was established to comply with the legal requirements of the State and to assist the Board of Supervisors and the Director of Emergency Services in the administration of Chapter 2.26 of the Santa Cruz County Code.
The County Emergency Management Council is empowered to develop and recommend for adoption to the Board of Supervisors, emergency and mutual aid plans and agreements, and such ordinances, resolutions, rules and regulations as may be necessary to implement such plans and agreements, and any necessary amendments thereto.

Emergency Medical Care Commission
EMCC Meetings are held monthly on the 3rd Monday of the month at 8:30 am.
The Commission shall exercise the following responsibilities in its efforts to obtain the highest quality and most effective emergency medical services system for the County:
(A) Act in an advisory capacity to the Board of Supervisors and the County Office of Emergency Services on all matters relating to emergency medical services, including first aid, ambulance services, communications, medical equipment, training, personnel, facilities, and any other matters relating to emergency medical services, as directed by the Board of Supervisors (Health and Safety Code Section 1797.276);
(B) Review the following operations in the County at least annually: Ambulance services, emergency medical care, and first aid practices (Health and Safety Code Section 1797.274);
(C) Report, at least annually, to the California Emergency Medical Services Authority, the County Emergency Medical Services Agency, and the Board of Supervisors concerning its observations and recommendations relative to its review of ambulance services, emergency medical care, and first aid practices in the County (Health and Safety Code Section 1797.276)

Environmental Health Appeals Commission

Fire Department Advisory Commission
Meets the third Wednesday of every month.
The County Fire Department Advisory Commission exercises the following responsibilities in its efforts to ensure that the interests of the County Fire Department, career and volunteer fire companies, and citizens residing within the County Fire Department jurisdiction are protected and promoted by monitoring, studying, and advising the County Fire Chief and Board of Supervisors on the following:
- The preparation and implementation of the County Fire Department Master Plan; and
- Methods for improving the cost effectiveness and delivery of the County’s fire protection, as well as its rescue and emergency medical services programs; and
- County Fire Department’s budget priorities and specific budget recommendations; and

Fish and Wildlife Advisory Commission
Meets 7:00 p.m. on the first Thursday of each active month.
The Fish and Wildlife Advisory Commission advises the Board of Supervisors on any matters pertaining to fish and wildlife in the county, including the natural habitat, wildlife, and environment in general. The Commission also makes recommendations, consistent with the policies and regulations of the California Department of Fish and Wildlife, to the Board of Supervisors concerning expenditures from the County Fish and Game Propagation Fund, such fund created by Fish and Game Code Sections 13003(b) and 13100, for the propagation and conservation of fish and wildlife in the county.

Hazardous Materials Advisory Commission
Meetings are held beginning at 9 a.m. on the 4th Wednesday of the month (the November meeting is held on the 3rd Wednesday) on a bi-monthly schedule (January, March, May, July, September, November).
The Commission is empowered to advise the Santa Cruz County Board of Supervisors on the initial and continuous implementation of the County’s Hazardous Materials Ordinance (Chapter 7.100). This includes effective methods of providing the public with information on all other matters pertaining to the use, transportation, handling and storage of hazardous materials affecting the County.

Historic Resources Commission
This commission meets quarterly, 4 to 5 times per year.
The Historic Resources Commission (HRC) is made up of five members, one appointed by each County Supervisor. The HRC holds regular meetings quarterly, with additional special meetings as needed. The HRC reviews proposals to amend the Historic Resources Inventory, applications for changes to the exterior of properties included on the Historic Resources Inventory, and fulfills other duties pertaining to Historic Preservation as provided in Chapter 2.58 of the Santa Cruz County Code and the County General Plan. Housing Advisory Commission
The HAC holds regular meetings generally on the first Wednesday of each odd-numbered month of the year (January, March, May, etc.), at 1:00 pm, or as otherwise shown in the current HAC Work Plan.

In-Home Supportive Services Advisory Commission
Advisory Commission meetings are generally held the fourth Friday of every month, from 1:00 to 3:00 p.m., except July and December.
The IHSS Public Authority Advisory Commission is a volunteer advisory board which meets every month to make IHSS program recommendations to the Board of Supervisors. Meetings are open to the public.

Integrated Community Health Centers Co-Applicant Commission
The Commission meets monthly on the first Thursday of the month at 11:00 am.
The purpose of the County of Santa Cruz Integrated Community Health Center Commission is to act, in conjunction with the Board of Supervisors, as the governing body of those health care clinic operations of the County which are designated as Federally Qualified Health Centers (“FQHCs”) pursuant to 42 U.S.C. Section 1395x(aa)(3) and/or 1395x(aa)(4) (FQHC clinics) and 42 U.S.C. Section 254b(a) (Health Centers). The commission consists of 11 members appointed by the County of Santa Cruz Board of Supervisors.

Integrated Waste Management Local Task Force
Meets the first Thursday of the months of March, June September and December at 3 pm.
The county of Santa Cruz and the cities of Capitola, Santa Cruz, Scotts Valley and Watsonville have begun a study of future garbage disposal options. Future disposal options under consideration include a new landfill in Santa Cruz County, transfer of refuse to landfills in other communities outside of Santa Cruz County, composting, and emerging waste conversion technologies. This on-going process includes identifying and studying various sites across our county for construction of these facilities. These studies are being conducted by the Santa Cruz County Department of Public Works, under direction of the Integrated Waste Management Local Task Force.
Juvenile Justice & Delinquency Prevention Commission
The JJDPC meetings are held every month on the second Thursday, from 5:30 p.m. to 7:00 p.m.
The mission of the Santa Cruz County Juvenile Justice Delinquency Prevention Commission is to advocate for and protect the safety and well being of dependent and delinquent youth, as well as to promote intervention and prevention services and programs in Santa Cruz County. The Juvenile Justice mandate of the Commission is to conduct a yearly inspection of the Juvenile Hall and, after the investigation is complete, make recommendations to the Chief Probation Officer and the Board of Supervisors for changes which are deemed beneficial.

Law Library Board of Trustees
The Board of Law Library Trustees is the governing agency of the Santa Cruz Law Library. The Board holds monthly meetings in the Law Library open to the public. Mental Health Advisory Board
The Mental Health Advisory Board meets monthly on the third Thursday of the month.
The Santa Cruz County Mental Health Advisory Board provides advice to the governing body (Board of Supervisors) and the Director of Behavioral Health. They provide oversight and monitoring of the local mental health system as well as advocate for persons with mental illness.

Mobile and Manufactured Home Commission
The Mobile and Manufactured Home Commission meets every other month, starting in January, on the third Thursday of the month.
The Mobile and Manufactured Home Commission studies proposed state and federal legislation relating to mobile home living, and makes recommendations regarding such legislation to the Board of Supervisors; assesses the needs of persons living in mobilehomes and makes recommendations to the Board of Supervisors on matters under the Board’s jurisdiction; accepts public input on any matter within the jurisdiction of the Commission; and considers and advises Board of Supervisors on other matters related to mobile home living.

Parks and Recreation Commission
Parks and Recreation Commission meetings are scheduled at least quarterly on the first Monday of the month. The Commission may call for special public meetings in order to timely conduct Commission business.

Resource Conservation District of Santa Cruz County
The RCD is overseen by a seven-member Board of Directors who volunteer their time for the benefit of the community and natural resources. Directors are local landowners in the district and are actively engaged with rural, agricultural, and natural resource conservation issues. The RCD receives a small local tax base of approximately $80,000 per year (through a combination of local property taxes and augmentation funds). We rely heavily on competitive grants, service contracts, and private donations to deliver our mission. While it varies from year to year, we leverage each tax dollar, on average, to bring over $33 of state, federal and other funds to Santa Cruz County.
Santa Cruz-Monterey-Merced County Managed Medical Care Commission
Commission meetings are open to the public. Meetings are on the fourth Wednesday of the month from 3:00 pm to 5:00 pm.
The Alliance’s 21-member governing board, the Santa Cruz-Monterey-Merced Managed Medical Care Commission, sets policy and strategic priorities for the organization and oversees health plan service effectiveness. The Board has fiscal and operational responsibility for the health plan.

Seniors Commission
Meetings of the Seniors Commission are generally held on the third Tuesday of every other month (February, April, June, August, October, and December) at 1:30 pm.

Substance Use Disorder Commission
The Commission meets every other month, starting in January, on the second Monday of the month.

Syringe Services Program Advisory Commission
The Syringe Services Program Advisory Commission meets the first Tuesday of the month at 6:00 pm.
The Syringe Services Program Advisory Commission shall exercise the following responsibilities:
•(A)Help increase coordination between agencies, departments, jurisdictions and other stakeholders related to the delivery of services provided by the Syringe Services Program;
•(B)Review policies related to the delivery of services under the Syringe Services Program and make recommendations to the Board of Supervisors regarding any proposed changes;
•(C)Review pending State and Federal legislation that may impact the Syringe Services Program, consumers, and/or providers and make recommendations to the Board of Supervisors regarding any proposed changes;
•(D)Stay informed and educated on syringe services and related public health strategies; and

Treasury Oversight Commission
Regular meetings of the Commission shall be held on the fourth Wednesday of January, April and October convening at 3:00 pm. The Chairperson of the Commission may cancel or reschedule a regular meeting with at least 72 hours notice. All meetings are to be held in the County Government Center accessible facilities unless otherwise noted.
The Treasury Oversight Commission provides oversight to the County Treasury by reviewing the quarterly investment report provided by the County Treasurer, reviewing the annual Investment Policy and directing the County Auditor to conduct an annual Treasurer’s compliance audit.
