Weekly Review September 26 – October 2

County of Santa Cruz

The County Board of Supervisors will hold a Special Meeting Tuesday, September 29 at 9:00 am by remote teleconference. Click HERE for the agenda and instructions for public participation. Agenda items include:

  • Consider the 2019-20 Year-End Financial Budget Report, and direct the County Administrative Office to return by December 8, 2020 with a budget update for Fiscal Year 2020-21 and a forecast for Fiscal Year 2021-22.
  • Consider resolution adopting the Fiscal Year 2020-21 budget for County Funds and Special Districts Governed by the Board of Supervisors; adopt resolution establishing appropriation limitations for the County and Board Governed Special Districts; approve transfers of appropriations related to the prior fiscal year; cancel various appropriations due to insufficient funding or contingency balances that exceed legal limitations; and take related actions.

The County Integrated Community Health Center Commission will meet Thursday, October 1 at 11:00 am by remote teleconference. Click HERE for the agenda and instructions for public participation.


The County Fish and Wildlife Advisory Commission is scheduled to meet Thursday, October 1 by remote teleconference. The agenda and instructions for public participation will be available HERE 72 hours before the meeting.


The Santa Cruz County Regional Transportation Commission online public scoping Open House is now open for the Highway 1 Auxiliary Lanes, the Bus-on-Shoulder Project and the Coastal Rail Trail Segment 12 Project. City of Santa Cruz

The SC City Planning Commission will meet Thursday, October 1 at 7:00 pm by remote teleconference. Click HERE for the agenda and instructions for public participation. Agenda items include:

Public Hearings

  • CITY OF SANTA CRUZ WHARF MASTER PLAN AND ENVIRONMENTAL DETERMINATION Consideration of Santa Cruz Wharf Master Plan, including but not limited to infrastructure replacement/expansion, new structures and walkways, with expanded public access and cultural facilities, and consideration of the associated Environmental Impact Report (EIR). Pending further consultation with the Coastal Commission, this document may be considered a change to the Local Coastal Program, in which case Coastal Commission approval would be required. (Environmental Determination: EIR). Staff recommends continuance of the Santa Cruz Wharf Master Plan and Environmental Determination for the Final Environmental Impact Report (EIR) to the hearing of October 15th, 2020, in order to allow the Historic Preservation Commission (HPC) the opportunity to review the item and provide comments at the October 14th, 2020 HPC meeting.

City of Capitola

  • Zoning Code Adoption and LCP CertificationAll Properties within CapitolaUpdate to the City of Capitola Zoning Code (Municipal Code Chapter 17) incorporating Coastal Commission staff edits in preparation for Local Coastal Program certification. The Zoning Code serves as the Implementation Plan of the City’s Local Coastal Program and therefore must be certified by the Coastal Commission. Environmental Determination: Addendum to the General Plan Update EIR Property: The Zoning Code update affects all properties within the City of Capitola.

Other Organizations

The Pajaro Valley Water Management Agency Projects & Facility Operations Committee will meet Wednesday, September 30 by remote teleconference. Click HERE for the agenda and instructions for public participation.


The San Lorenzo Valley Water District Board of Directors will meet Thursday, October 1 at 6:30 pm by remote teleconference. Click HERE for the agenda and instructions for public participation. Agenda items include:

  • CZU Wildfire Damage Assessment Report – Discussion and possible action by the Board and staff regarding wildfire related issues.
  • CZU Wildfire Emergency Contracts Status Update – Discussion and possible action by the Board regarding the approval of additional funding for Emergency Contracts issued in connection with the CZU wildfire emergency response and recovery.
  • CZU Wildfire Water Quality Update – Discussion and possible action by the Board regarding an update by the Water Treatment and System Supervisor.
  • CZU Wildfire Customer Relief, Resolution No. 4 – Discussion and possible action by the Board to adopt Resolution No. 4 (20-21) agreed upon by motion of the Board at the 9.17.20 Board of Directors meeting.

  1. Hi, Michael,Thank you for your excellent work.  I really appreciate receiving this information. I would like to point out that the Santa Cruz County Board of Supervisors Special Meeting this Tuesday, Sept. 29, also includes Item #7, the Presentation of Report Regarding Debris Flow Hazards in CZU Lightning Complex Areas. This will be critical information, as CalFire Chief Ian Larkin has indicated that the County may not allow anyone who lost their homes to put in any temporary living quarters on site, due to the danger of debris flows this winter. https://santacruzcountyca.iqm2.com/Citizens/Detail_LegiFile.aspx?Frame=&MeetingID=1846&MediaPosition=&ID=9604&CssClass=
